Who owns the dependency nobody owns, and what does a Release Train Engineer actually do?

An Agile Release Train, or ART, is a long-lived team of agile teams that plans, commits and delivers together on a shared cadence. Five to a dozen teams can sit on one train. Each team has a Scrum Master or team coach and a Product Owner, and the train as a whole has Product Management, a System Architect and business owners. What it does not have, without the RTE, is anyone whose job is the train itself.
